What is the Federal Technical Registration – IBAMA CTF?

The Federal Technical Registration of Potentially Polluting Activities and Users of Environmental Resources is the compulsory registration of individuals and legal entities that carry out activities liable to environmental control, listed by reason of law or regulation, as the National Environmental Policy (Law No. 66.938/1981).

According to each activity, is necessary to perform the anual report of activities and realize the payment of the Environmental Surveillance and Control fee – TCFA, according to legislation.

With the completion of the Federal Technical Registration, filling out reports and payment of fees, the Certificate can be issued.

And, how to obtain the CTF and the Certificate?

The inscription on the CTF, the issuance of bills for fee payment and certificate are held electronically, by the IBAMA’s official website.

What happen if you don’t have?

The CTF Ibama and the certificate are required by several government agencies, including for bids, as well as condition for permits and environmental licenses.

The non-payment of TCFA implies on fines, debt and late payments fines.

Who needs the CTF Ibama?

All potentially polluting activities and users of environmental resources, being classified as low, medium or high potential polluter. The following are listed in order of examples considered as potentially polluting activities in accordance with annex VIII of Law No. 6,938/81 and changes:

  1. Extraction and processing of minerals – mining research with usage guide; Open-pit mining, including alluvium, with or without processing; underground mining with or without processing, mining prospecting, drilling and production of oil and natural gas.
  1. Non-metallic mineral products industry, non-metallic mineral processing, not associated with extraction; manufacture and development of non-metallic mineral products such as production of ceramic material, cement, gypsum, asbestos, glass and the like.
  1. Metallurgical industry-manufacture of steel and steel products, production of iron and steel castings, forgings, wire, re-rolled, with or without treatment; of surface, including electroplating, metallurgy of non-ferrous metals, primary and secondary forms, including gold; alloys, non-ferrous metal goods with or without surface treatment, including electroplating; lamination of non-ferrous metals, including alloys, production of solder and anodes; precious metals metallurgy; powder metallurgy, including molded parts; manufacture of metal structures with or without surface treatment, including; electroplating, manufacturing of iron, steel and non-ferrous metals with or without surface treatment, including plating, tempering and carburizing steel, wire annealing, surface treatment.
  1. Mechanical Industry – Manufacture of electrical machinery, apparatus, spare parts, tools and accessories with and without heat or surface treatment.
  1. Electrical, Electronic, Industry and Communications – Manufacture of batteries, electric equipment manufacturing, electronic and telecommunication equipment and computers; manufacture of electrical devices and appliances.
  1. Transport Equipment Industry – Manufacture and assembly of road and rail vehicles, parts and accessories; manufacture and assembly of aircrafts; manufacture and repair of ships, boats and floating structures.
  1. Wood industry – Sawmills; wood preservation; manufacture of wood plates, wood, plywood; manufacture of wooden structures and furniture.
  1. Paper industry – Manufacture of pulp and mechanical pulp; manufacture of paper and cardboard; cardboard, paperboard and pressed fiber.
  1. Rubber Industry – Natural rubber processing, manufacturing, manufacturing and reconditioning of tires; manufacture of laminates and yarns of rubber; manufacture of foam rubber and foam rubber goods, including Latex.
  1. Leather Industry – Skins drying and salting, dyeing and other preparations of skins; manufacture of various goods of skins; manufacture of animal glue.
  1. Textiles, clothing, footwear and textile – Processing fabric, vegetable, animal and synthetic origin; manufacturing and finishing of yarns and fabrics; dyeing, printing and other garment parts finishes and various articles of clothes; manufacture of footwear and components.
  1. Plastics products industry – Manufacture of plastic laminates and plastic materials
  1. Tobacco Industry – Manufacture of cigarettes, cigars, cigarillos and other tobacco processing activities.
  1. Various Industries – Production of concrete and asphalt.
  1. Chemical Industry – Production and manufacture of chemicals, the manufacture of products derived from the processing of petroleum, bituminous rocks and wood; manufacture of fuels derived from oil, the production of oils, fats, waxes, vegetable and animal, essential oils, vegetables and similar products from the distillation of wood, manufacture of resins and fibers and artificial and synthetic yarn and rubber and synthetic Latex, manufacture of gunpowder, explosives, detonating, ammunition for hunting and sport, safety match and pyrotechnics; recovery and refining of solvents, mineral oils, vegetables and animals; manufacture of concentrated natural, artificial and synthetic aromatics; manufacturing prepared for cleaning and polishing, disinfectants, insecticides, and fungicides germicidal; manufacture of paints, enamels, lacquers, varnishes, waterproofing products, solvents and driers; fabrication of fertilizers and agrochemicals; manufacture of pharmaceutical and veterinary products; manufacture of soap, detergents and candles; manufacture of perfumes and cosmetics; production of ethanol, methanol and similar.
  1. Food Industry and beverages – Processing, milling, roasting and food manufacturing; slaughterhouses, ranches and animal derivatives; manufacture of preserves; preparation of fish and manufacture of canned fish; processing and industrialization of dairy products; manufacture and refining of sugar; refining and preparation of oil and vegetable fats; production of butter, cocoa, fats of animal origin for food; manufacture and yeast; manufacturing balanced feed and prepared food stuffs; manufacture of wine and vinegar; manufacture of beers, beers and malts; manufacture of non-alcoholic beverages, as well as bottling and gasification and mineral waters; manufacture of alcoholic beverages.
  1. Utilities – Thermoelectric energy production; treatment and disposal of liquid and solid industrial waste; disposal of special wastes such as: agriculture and packaging; used and health service and the like; waste disposal of sewage and solid waste, including those from sanitary sewers, dredging in water bodies; recovery of contaminated areas.
  1. Transport, terminals, warehouses and Commerce – Dangerous load transport, pipelines; Marinas, ports and airports; ore terminals, oil and oil products and chemical products; deposits of chemicals and dangerous products; trade in fuels, petroleum products, chemicals and dangerous products.
  1. Tourism – Tourist and leisure complexes, including theme parks.
  1. Use of natural resources – Forestry; economic exploitation of wood and forest by-products; import or export of Brazilian native flora and fauna; economic exploitation of exotic wildlife and wildlife; use of genetic heritage; exploitation of living aquatic resources; introduction of exotic species or genetically modified; use of biological diversity for biotechnology in activities previously identified by the CTNBio as potentially causing significant environmental degradation.
